In the history of military communications, the emergence of portable voice radios was closely tied to infantry tactics and to coordination among armored and artillery units. Fixed lines were easy to cut, while commanders needed real-time contact with frontline units. During the Second World War, major powers invested heavily in backpack and handheld tactical radios. Vacuum-tube components limited size and endurance, but for the first time enabled "voice command while moving" at platoon and company level. Soldiers advancing between cover positions could still receive orders or report conditions, changing the assumption that communications had to return to a fixed station. After the war, the English term walkie-talkie spread as a popular label for handheld push-to-talk radios, carrying with it a persistent sense of immediacy and field urgency.
Postwar society did not discard these technologies. Instead, it embedded them in new organizational settings. Police patrols, fire response, port handling, railway shunting, construction sites, and factory assembly lines all needed a coordination tool that was more mobile than a fixed telephone and more efficient than sending someone in person. The first driver of civilian adoption was not entertainment, but the structural demand of modern bureaucracy and field operations for communication that was immediate, one-to-many, and openly monitorable. Telephones are suited to private two-way conversations; broadcasting is suited to one-way announcements. Two-way radio, by contrast, lets a group share the same acoustic space in half-duplex form: whoever presses the transmit key temporarily occupies the common channel, while everyone else listens by default. That structure feels natural in control rooms, dispatch centers, and work sites because it mirrors chains of command, shifts, and task division.
Transistors and integrated circuits made devices smaller and cheaper, while regulation and spectrum management drew boundaries for different user groups. Under many national frameworks, professional mobile radio (PMR) generally refers to licensed services operated by governments, transport operators, energy companies, security firms, and other institutions on approved frequencies and power levels, sometimes using trunking or repeater networks. A second branch addressed the public: personal and family devices entered camping, retail, event, and parent-child settings under power, antenna, and usage constraints associated with license-free or simplified-licensing regimes. Together, these two branches shaped public understanding of the "walkie-talkie": it could be a professional symbol worn next to a uniform or vehicle, but also a tool on a supermarket employee's belt or an outdoor item clipped to a backpack. Few objects in consumer culture have carried two such different social imaginaries within nearly the same physical form.
Why has push-to-talk persisted even after the spread of telephony and instant messaging? The answer lies in the coordination model rather than the bitrate. Full-duplex calls require both sides to be present at the same time and to alternate attention. Group chat software defaults to asynchrony and can drown in notifications. Half-duplex push-to-talk makes "who is speaking" explicit and turns "who is on the channel" into a shared background, making it well suited to short phrases, instructions, confirmations, noisy settings, and operation with gloves. The military and industry stabilized this habit first, and it then diffused into service work and the mass public. When broadband networks later transplanted the same logic into phone applications, users did not need to relearn the interaction metaphor. Migration costs were low, which is precisely the force of cultural sedimentation.
Amid shifts in institutions and media, two-way radio culture also went through a process of demystification. Early radios were often associated with the military, police, and specialist occupations, and carried a technical barrier. As consumer-electronics channels expanded, manuals, programming software, and online tutorials lowered the threshold. Ordinary users began to treat channels, CTCSS/DCS tones, and squelch as discussable topics. At the same time, the idea that spectrum is a public resource and that transmission must comply with rules gradually spread through regulatory outreach and amateur-radio communities. As a result, two-way radios entered everyday life while also being placed within a legal and technical framework, producing a public technology culture in which "everyone may use it, but no one may abuse it."
Looking back today from military field sets to civilian PMR, one can see how technical artifacts are shaped by organizational demands and then reshape habits of coordination in return. Private networks and broadband applications continue to evolve on top of that cultural foundation: the former emphasizes reliability and control, while the latter emphasizes reach and speed of connection. They do not negate one another, but extend the same deep grammar of push-to-talk cooperation under different assumptions about risk and cost.
Film and mass media also helped spread this culture. Repeated radio scenes in war films, police dramas, and disaster movies turned expressions such as "channel," "call," and "over" into recognizable narrative devices. In reality shows and outdoor programs, handheld radios on a guest's belt reinforced the visual symbol of team, task, and real-time coordination. Fiction does not always aim for technical precision, but it quietly completes user education: by the time viewers encounter similar equipment in real life, their interaction expectations have already been shaped.
Education and emergency response further consolidated the culture. Schools use low-power radios during outdoor activities and field-study programs to manage groups. Volunteers may legally assist with disaster communications, creating a social image of "amateur plus emergency" that stands alongside professional networks. A range of norms and conventions, such as listening before transmitting, avoiding long occupation of the channel, and using courteous language, essentially turn scarce spectrum resources into rules of community self-discipline. PMR and amateur services belong to different legal categories, but culturally both inherit an awareness of the public nature of the shared air interface.
Looking ahead, satellite direct-to-device links and low Earth orbit constellations may offer new voice and data return paths for remote areas, while AI-assisted dispatch and voice summarization may change the information load on duty staff. Yet the cooperative structure of "who is speaking, and who needs to listen" may remain for a long time. What the walkie-talkie era left behind is not only a history of spectrum use, but also a sociotechnical memory of how organizations live with mobile voice.
